Description: 
Our client is seeking a Civil Engineer (CE) to coordinate individual civil engineering activities during project tendering with focus on completing plot plan, civil design, civil BOQ, civil RFQ as well as time schedule for civil works, under the guidance and supervision of the Civil Engineering Lead (CEL).

The CE will also coordinate individual civil engineering activities during project execution with focus on completing plot plan, civil design, civil BOQ, civil RFQ as well as time schedule for civil works, under the guidance and supervision of the CEL.

2. Major Tasks

Tendering
- Reviews client specifications and identifies scope
- Provides Plot Plan input and reviews proposals from designers
- Reviews technical documents
- Provides input and coordination for Deviation and Clarification items
- Reviews designers BOQ
- Provides technical specifications and input for RFQ
- Assesses soil and other civil risks
- Coordinates engineering work of suppliers, subcontractors and engineering contractors in terms of quality, schedule, compliance with specification, interfaces and completeness of scope
- Coordinates with other engineering disciplines, internally and externally, to ensure there will be no internal or external scope gap
- Reviews, manages and coordinates engineering deliverables between partners, suppliers, subcontractors, engineering contractors and customers
- Negotiates with suppliers, subcontractors and engineering contractors, partners and customers for technical terms, including scope of work
- Responds to suppliers', subcontractors', engineering contractors', partners' and customers' technical queries
- Prepares Requests for Quotation (RFQ) for suppliers and subcontractors
- Obtains proposals (specifications, deviations, vendor list, delivery schedules, quotations, commercial conditions) from suppliers and subcontractors
- Evaluates correctness, completeness and cost effectiveness of suppliers' and subcontractors' proposals (e.g. scope of work, material specification, deviations, design parameters, etc.) and submits report to CEL
- Keeps track and proper records of any engineering changes and clarifications during tendering phase
- Ensures traceability of all engineering documents created during tendering phase
- Obtains clients' approvals on suppliers' and subcontractors' vendor lists (if required)
- Drafts written correspondence for external project tendering communication
- Performs any other task as delegated or requested by project or line superior

Execution
- Reviews design documents submitted by designers
- Coordinates correspondence between designer, client and contractors
- Coordinates correspondence between designer, client and contractors
- Attends and coordinates meetings between designer, client and contractors
- Reviews project progress and monthly reporting in conjunction with schedule
- Reviews As-Built drawings
- Negotiates with suppliers and subcontractors for technical terms, including scope of work
- Manages engineering work of suppliers and subcontractors in terms of quality, schedule, compliance with specification and completeness of scope
- Manages procurement work of suppliers and subcontractors in terms of quality, schedule, compliance with specification and completeness of scope
- Coordinates with other disciplines to ensure there will be no internal scope gap
- Resolves technical issues in own area of responsibility including interfaces to other areas / disciplines
- Keeps track of and proper records for possible claim items
- Monitors civil engineering activities in his/her area of responsibility and develops and implements improvement measures when and where required
- Drafts written correspondence for external project correspondence
- Prepares input for internal and external progress reports
- Conducts regular visits to project construction site
- Supports site operations, if necessary, through extended stays at construction site
- Performs any other tasks delegated or requested by line or project superior

3. Responsibilities
CE is responsible for:

Tendering
- Civil project tendering engineering management with the objective to ensure that project engineering results are in line with and / or in support of the overall project tendering objectives and targets, including time schedule and budget
- Leading / Managing concerned suppliers, subcontractors and engineering contractors during the project tendering phase
- Communicating and coordinating his/her activities directly to / with CEL and other concerned disciplines (internal and external)
- Communicating and coordinating any techno-commercial matters to / with CEL as soon as such matters arise or become known
- Making himself/herself particularly knowledgeable of
- project-specific engineering requirements
- project-specific RFQ process
- project-specific contractual stipulations and requirements
- project-specific HSE requirements and standards
- project-specific QA/QC requirements and standards
- project-specific master time schedule
- project-specific procurement schedule
- Establishing a positive relationship with customers / partners / suppliers / subcontractors and engineering contractors

Execution
- Project engineering management in own area of expertise with the objective to ensure that all project engineering results are in line with and / or in support of the overall project objectives and targets, including quality, time schedule and budget
- Leading / Managing concerned suppliers and subcontractors
- Communicating and coordinating his/her activities directly to / with other concerned disciplines (internal and external)
- Communicating and coordinating any techno-commercial matters to / with CEL, as soon as such matters arise or become known
- Taking a pro-active role in management of techno-commercial claims
- Making himself/herself particularly knowledgeable of
- project-specific contractual stipulations and requirements
- project-specific HSE requirements and standards
- project-specific QA/QC requirements and standards
- project-specific baseline project time schedule
- Establishing a positive relationship with customers / partners / suppliers and subcontractors

4. Reporting Lines
CE reports to CEL on all project related matters.
CE reports to Manager Civil Engineering (MCE) or his/her assigned deputy on all other matters.
Requirements: 
Power plant project experience is must
