Our client is seeking a Program Lead to assist with the Sustainable Transport Infrastructure Improvement Program in the Solomon Islands.

This is a continuous contract of 262 Work Days over 12 months.

The Ministry of Infrastructure Development (MID) is responsible for all infrastructure development in Solomon Islands. MID's main responsibilities, as mandated through the National Transport Plan (NTP), are planning transport infrastructure development, providing transport infrastructure asset management, and contracting transport infrastructure works including road, wharf, and airstrip routine maintenance, periodic maintenance, rehabilitation and upgrading, and new construction. The MID's Transport Infrastructure Management Services Department performs these responsibilities through the Central Project Implementation Unit (CPIU).

The Program Lead will support the Director CPIU in strategic and coordinating functions to ensure that compliant, efficient, and effective actions are taken for the program management. He/she will support CPIU in strategic and project management matters and coordinate with the consultants to achieve the project outputs and outcome. He/she will also assist CPIU with NTF budget planning process, with a particular focus on bringing a balance between development and recurrent budget allocations as outlined in the updated NTP 2017-2036.

The Program Lead is expected to:
(i) Assist the Director CPIU with program planning and scheduling and identifying financial and personal resources.
(ii) Support the CPIU Director to deliver the Annual Work Plan (AWP) in coordination with CPIU staff, TA consultants, and FSDDCS consultants.
(iii) Coordinate with the (FSDDCS) team leader to ensure that the required experts are mobilized as and when needed and program outputs and outcomes are achieved. Manage the consultants and ensure that an appropriate arrangement has been made between CPIU staff and consultants to supervise/manage the works of the contractors.
(iv) Ensure Applications for Payment Certificates of the contractors are processed in a timely manner and in accordance with the contracts for the contractors.
(v) Assist CPIU director in managing CPIU staff to achieve maximum outputs.
(vi) Assist CPIU director in managing CPIU server efficiently and ensure that all appropriate documents are uploaded and maintained on the server.
(vii) Assist CPU Director to finalize and submit all the reports (i.e. quarterly progress report, monthly financial report, semi-annual safeguards monitoring reports, financial and procurement updates, audit reports, project completion report) in time coordinating with relevant staff and consultants to the stakeholders.
(viii) Coordinate with the financial management team and ensure that all the financial claims are processed in time and monthly projected target for payments are met/achieved.
(ix) Coordinate with the procurement team to make sure that all procurement related documents are finalized and submitted for 'no objection' as per the timelines of AWP.
(x) Participate in the program review missions and support the preparation of the mission documents including the progress status report before the mission.
(xi) Coordinate with consultants and assist the Director CPIU to finalize the disbursement linked indicators' (DLI) performance verification report following the verification protocol and ensure submission to the client on time.
(xii) Advise MID on transport infrastructure maintenance, so that decisions reflect best possible practice for the context.
(xiii) Assist Director CPIU and NTF Secretariat to finalize documents and updates for the technical working group and NTF board, participate the relevant meetings, and assist in finalizing the meeting minutes and other relevant documents.
(xiv) Assist Director CPIU to manage administration and integration of work processes across functions (eg engineering, procurement, safeguards and finance) including implementation, monitoring, reporting and capacity building provided under the program.
(xv) Work closely with the client and the Australian High Commission to update on MID progress towards STIIP/NTF objectives; and effectively coordinate with other TA consultants to ensure that procurement, financial and project implementation targets are achieved.
(xvi) Carry out any other program related activities assigned by Director CPIU.
The Program Lead will have a background appropriate to the above tasks and outputs. He/she will have a minimum of 8 years of related experience in the project management or relevant fields.

At least Masters or advanced degree in economics, engineering, project management or related fields from a recognized university with comprehensive understanding and skills of good management practice in developing countries.

Strong interpersonal skills and the ability to liaise effectively and coordinate with government officials and other international organizations. The consultant should be a strong team player and able to work collaboratively and cooperatively with teams as a constructive team member.

General Condition
The specialist will be located in the CPIU and closely work with CPIU, other TA consultants and FSDSCS consultants to ensure effective management of CPIU functions.

The contract is subject to performance evaluation review, conducted at midpoint or annually. The review shall be based on the achievement of the assignment's specific outputs on time and budget. Any changes in stated outputs need to be approved by the supervisor(s). The client reserves the right to terminate the contract i) if outputs are not achieved on time and the quality of outputs is not acceptable to the client; ii) services are no longer required; and iii) for any other reasons in the interest of the client. Pre-termination of the contract is subject to one month's notice.

Minimum Specific Experience (relevant to assignment): 8 Years
Regional/Country Experience: Desired
