Description: 
Our client is seeking a QA/QC Manager to be based at the project site and manage all QA/QC relevant aspects of the project. QAQCM will represent the project towards all external parties for all QA/QC related matters.

Major Tasks
- Develops project-specific Project Quality Management / QA/QC Plan in accordance with all relevant specifications, codes and regulations
- Coordinates all QA/QC related activities throughout the project site execution phase
- Facilitates and monitors effective implementation of project-specific Project Quality Management / QA/QC Plan through meetings, reports, reviews, statistical trend analysis, surveillance and audits
- Directs and supervises the key site quality control activities in particular:
- Released for (RFE) process, the hand-over of structures from civil to mechanical/electrical 'Erection Completion Certification' / 'Turn-Over Package' (ECC/TOP) process, the handing over completed systems from M&E installation to commissioning Site Work Conformity File (SWCF) and the management of the related 'Punch List' (PL) process
- Develops and implements improvement measures related to QA/QC when and where required
- Ensures all project staff are properly inducted and conversant with project-specific Quality Management / QA/QC matters and requirements
- Supports all project team members in effective implementation of all required Project Quality Management / QA/QC Systems and Procedures to ensure that all work practices and activities are in accordance with applicable regulations and procedures
- Defines, implements and monitors project-specific procedure for preparation, review and approval of suppliers' and subcontractors' Inspection and Test Plans (ITP) and Field Quality Plans (FQP)
- Monitors and ensures proper implementation of suppliers' and subcontractors' Quality Plans, ITPs and FQPs through regular inspections and audits
- Leads, guides and if necessary, instructs subordinated QA/QC project staff
- Chairs Project Quality Management / QA/QC meetings
- Identifies quality-related project non-conformances and initiates and monitors appropriate corrective actions
- Prepares external project correspondence on Quality Management / QA/QC matters
- Prepares Quality Management / QA/QC relevant sections for internal and external project progress reports
- Prepares Quality Management / QA/QC relevant sections for internal and external project progress reports
- Performs any other tasks delegated or requested by project superior

Responsibilities
- Leading / Managing all Project Quality Management / QA/QC activities with the objective to ensure that all project tendering and execution Project Quality Management / QA/QC performance results are in line with and / or in support of the overall project objectives and targets, including time schedule and budget
- Pro-actively supporting all project team members in their individual tasks and efforts to implement appropriate Project Quality Management / QA/QC procedures within their areas of responsibility
- Communicating and coordinating his/her activities to / with Technical Project Manager (TPM) and Site Manager (SM)
- Communicating and coordinating any quality-related techno-commercial matters to / with TPM, SM and Project manager (PM), as soon as such matters arise or become known

- Guiding, mentoring and developing all project team members with the objective to enhance power project-related Quality Management / QA/QC management knowledge and skills.
Requirements: 
- Taiwanese / local candidates only
- Bilingual, confident and effective communication
- Breathes Quality, Live by Taiwan regulations
- Project quality set up and maintenance experience, at least for 1 power plant

Requirements:
- Mechanical engineering degree of a publicly acknowledged engineering college or university
- Extensive experience in, development, review and approval of project Quality Assurance Programs, Quality Plans, completed a minimum of 3 power projects (preferably combined cycle plants) as a Project / Site Quality Manager
- Be fully conversant with all relevant engineering codes and standards as well as Iso standards for Quality Management, and Taiwanese regulations & processes regarding Project and Site Quality Management
- Taiwan project site experience, multi-cultural/ nationalities work environment
- Driven personality to cope with challenging customers, partners, contractors and suppliers
- Fluent in English and Chinese (Verbal & Written)
- Have adequate IT in MS Word, Excel, and PowerPoint

Reporting and Supervision Line
- QAQCM reports to SM on all site related Quality matters
- QAQCM reports to TPM on all overall project related Quality matters QAQCM supervises subordinated QA/QC Engineers and Inspectors
