Description: 
Our client is seeking a Site Civil Manager to manage and coordinate all civil construction activities. the SCM will represent the project site in terms of civil construction to all internal and external parties.

Major Tasks
- Manages all civil project construction activities and coordinates with other disciplines to ensure there will be no internal scope
- Ensures most cost effective civil construction
- Ensures continuous lessons learnt flow to Civil Engineering Lead (CEL) and Manager Civil Engineering (MCE)
- Monitors overall civil construction activities in comparison to baseline schedule and develops and implements improvement measures when and where required
- Prepares the site and liaises with customer, subcontractors before commencement of
construction work
- Reviews, manages and coordinates all civil construction deliverables and technical information between customer, partners, suppliers, subcontractors, engineering subcontractors and engineering team
- Obtains customer's and partners' approvals where required
- Manages civil construction work of subcontractors in terms of HSE, quality, schedule, compliance with specification, interfaces and completeness of scope gap
- Actively promotes site safety and leads or participates in site safety walks / inspections
- Initiates and conducts civil construction reviews with inter-discipline participation as a major civil engineering quality assurance and control step
- Coordinates horizontally with the Site QA/QC Manager, HSE Manager and other Discipline Managers - Responds to partners' and subcontractors' Request for Information (RFI)
- Resolves technical issues in own area of responsibility including interfaces to other areas / disciplines
- Monitors subcontractors' construction progress and expedites as required
- Monitors equipment delivery schedule and keeps site management informed of the same
- Initiates expediting of shipments as required
- Leads and manages the project site civil construction team
- Assigns individual tasks and responsibilities to civil construction team members
- Plans ahead to prevent problems at site before they occur, for example, planning the delivery
and storage of equipment and materials, equipment and manpower loading plan, staffing of civil construction team
- Reviews subcontractors' monthly progress reports and comments as required
- Keeps track of and proper records for possible claim items
- Drafts written correspondence for external project site correspondence
- Prepares input for internal and external progress reports
- Performs any other tasks delegate or requested by line or project superior

Responsibilities
SCM is responsible for:
- Civil construction management with the objective to ensure that all project construction results are in line with and / or in support of the overall project objectives and targets, including HSE, quality, time schedule and budget
- Studying job specifications to determine appropriate construction methods
- Leading / Managing concerned subcontractors
- Determining the labor requirements and dispatch workers to construction sites, or coordinate same with the subcontractor in accordance with the project schedule and construction demand
- Monitoring and inspecting all civil construction activities to ensure compliance with HSE, QA/QC and other requirements and regulations
- Interpreting and explaining plans, procedures and contract terms to customer, partners, subcontractors, including administrative project staff and workers as and when required
- Supporting project and site management to obtain all necessary permits and licenses
- Directing and supervising workers through the assigned engineers/supervisors
- Guiding, mentoring and developing all civil construction team members with the objective to enhance technical power plant knowledge skills on field construction management methods and procedures as well as commercial / contractual consciousness
- Communicating and coordinating his/her activities directly to / with Site Manager (SM) and other concerned disciplines (internal and external)
- Communicating and coordinating any techno-commercial matters to / with SM, as soon as such matters arise or become known
- Taking a lead role in management of techno-commercial claims
- Making himself/herself particularly knowledgeable of
- project-specific HSE requirements and standards
- project-specific QA/QC requirements and standards
- project-specific contractual and technical requirements
- project-specific construction processes
- project-specific baseline project time schedule
- project-specific detailed schedules
- project-specific site processes, procedures and deliverables
- Marubeni-internal approval processes and procedures
- Establishing a positive relationship with customer / partners / suppliers / subcontractors and engineering contractors
Requirements: 
- Will consider non Taiwanese candidates.
- Needs to be mandarin speaking
- Oversite civil set up experience for power plants
- Effective subcontractors management is essential
