27 January 2025. United Kingdom. Transport for London celebrates 25 years of supporting the growth and development of the capital

London’s Transport Commissioner, Andy Lord, today (27 January 2025) launched celebrations to mark 25 years since Transport for London (TfL) started transforming the capital’s transport network, supporting jobs, homes, and economic growth, and connecting Londoners to education, employment, and leisure. Flagship improvements over the last 25 years include the Elizabeth Line – now the busiest railway service in the country, which has boosted economic growth and job creation across the UK and housing across London.

27 January 2025. Thailand. Thai metro rolling stock and signalling contracts let

The Siemens Mobility Singapore’s ST Engineering and Bozankaya are to supply rolling stock, mechanical and electrical equipment, and signalling for Bangkok’s Orange Line. Siemens has also won contracts covering rolling stock, signalling, and maintenance work for the Blue Line, as well as resignalling work on the Den Chai – Chiang Khong main line. A fleet of 32 three-car trains is to be built for Bangkok’s 35·9 km Orange Line.

27 January 2025. Africa. South Africa coal and metal exporters to invest billions in rail improvements

To boost export income, the government has agreed to permit private operators to run trains on these lines from April this year. South African coal and iron ore exporters are preparing to sign investment agreements worth billions of rand with state-owned logistics company Transnet to repair critical rail lines and enhance shipment capabilities. The negotiations involve organizations representing companies such as Glencore and a unit of Anglo America, as stated by Ian Bird, head of transport and logistics for B4SA, reported Bloomberg.

27 January 2025. United States. Wabtec to supply C30ACi locomotives to Chile’s TRANSAP

The C30ACi locomotives will be used to move freight across Chile's national railway network.

US-based rail manufacturer Wabtec has secured an order from Chile’s rail-based logistics firm TRANSAP for four “advanced” C30ACi locomotives. This purchase is part of TRANSAP’s plan to renew its fleet and support its expansion efforts. The C30ACi models mark the “first AC-traction locomotives” in TRANSAP’s fleet. They will be deployed to manage the transportation needs of ARAUCO, a forestry company, as part of a long-term contract with TRANSAP.

26 January 2025. Spain. Infrastructure High-speed line maintenance supervision contracts

The Ministry of Transport & Sustainable Mobility is to award Ineco contracts to supervise maintenance on more than 3,000 km of high-speed line. This will cover oversight of all aspects of maintenance, including track, electrification, civil engineering structures, tunnel ventilation, and emergency facilities and telecoms. 24 January 2025. India. Major Redevelopment Underway at 3 Railway Stations in India

Three of India’s busiest railway stations—New Delhi, Mumbai, and Ahmedabad—are undergoing significant redevelopment as part of an initiative to modernize the country’s rail infrastructure. In the past eight months, SYSTRA India has secured contracts for the redevelopment of Mumbai’s Chhatrapati Shivaji Maharaj Terminus, Ahmedabad Station, and New Delhi Railway Station. For the redevelopment of Mumbai’s Chhatrapati Shivaji Rail Station and Ahmedabad Station, SYSTRA has been contracted in consortium with Mace.

24 January 2025. Australia. WA Gov moves to secure freight rail network

The Western Australian Government is set to commence negotiations to bring the state’s freight rail network back into public hands. The freight rail network was privatized by the State Government in 2000, but with key Western Australian industries growing significantly in recent years, particularly record grain harvests, the demands on the network are at record highs. Under the existing lease agreement, which has another 24 years to run, the Western Australian Government has little capacity to directly support key industries that use the state’s freight rail network or deliver important policy objectives.

24 January 2025. New Zealand. FirstClass Safety & Control Announce Two Depot Protection System Projects in New Zealand

UK Rail Depot safety control specialist FirstClass Safety & Control Ltd (FCSC) has recently completed two projects for KiwiRail in New Zealand, in collaboration with our rail partner Freightquip Pty. The UK-based rail safety specialist was commissioned to design, manufacture, and install their flagship Depot Protection System (DPS) at the Waltham Mechanical Hub (Depot) located in Christchurch, NZ. Waltham will become KiwiRail's main South Island locomotive, passenger carriage, and wagon maintenance facility.

24 January 2025. United Arab Emirates. Etihad Rail to Launch High-Speed Train from Abu Dhabi to Dubai

The Etihad Rail has officially announced a high-speed train project connecting Abu Dhabi and Dubai. This project aims to enhance the UAE’s transportation infrastructure in line with the UAE’s Net Zero 2050 Strategy. It is expected to significantly improve connectivity between the two emirates, reducing travel times and fostering socioeconomic development. The high-speed train service will reduce travel times between Abu Dhabi and Dubai to just 30 minutes at speeds of up to 350 km/h. Meanwhile, it is expected to contribute 145 billion AED to the UAE’s GDP over the next 50 years.

Our client is Malaysia's leading railway rolling stocks maintenance and engineering services provider serving the ASEAN region and beyond. They have been awarded two major contracts one to do the mid-life refurbishment of vehicles supplied by Siemens for Line 1 of the Kuala Lumpur Metro and the other to refurbish locomotives and wagons for the Malaysian Railways and to then maintain them.

They are looking for a Senior Contracts Manager with strong commercial and experience dealing with claims and variations and to handle legal aspects of all contracts. The person must have a legal degree and experience in contracts and claims preferably in rolling stock.

The Senior Contracts Manager is to contribute to the leadership of the client's team to achieve business goals that meet shareholder expectations in terms of profitability and value creation with a focus on safety, continuous improvement, and good corporate governance.

This role is based in Kuala Lumpur and will report to the Director of Project Management

Duties and Responsibilities:

- In conjunction with the Director of Project Management develop and implement the overall contracts and commercial management and administration objectives and strategies for the refurbishment of vehicles supplied by Siemens for Line 1 of the Kuala Lumpur Metro.

- In conjunction with the Director Project Management develop and implement the project milestones and costing and ensure timely and effective cost projection, cost management and monitoring processes are in place.

- Develop Conditions of Contract for implementation of all Contracts

- Monitor and ensure all work is in accordance with the contract document.

- To verify and validate any variation orders and ensure it is reported and approvals are obtained from the Director Project Management as per the Limits of Authority (LOA).

- To ensure timely and accurate report submission to the Management and other relevant parties.

- To conduct project audit with regards to Contract document compliance at regular interval.

- Responsible to report to the Management any variances on costs and scheduling that impact the project.

- To analyze and attend contractual disputes and arbitration.

- To comply with legal and other requirements applicable to the project.

- Candidate must possess Degree in Quantity Surveying, Construction Management or equivalent and also have a legal degree

Missions:

* Examines in detail the Contractor's plans and programs in the field of signalling, management and control subsystems and ensures their compliance with other plans and programs for work execution. Participates in the activities of the Contractor in the planning and preparation of the dynamic work schedule by providing advice, recommendations, references to specifications, etc.

* Organizes the monitoring of the progress of works in the field of signalling, management and control subsystems in accordance with plans and programs;

* In the event of a deviation from the envisaged plans and programs, proposes measures to overcome problems;

* In the event of a threat to life and property, orders emergency measures and ensures their implementation;

* Checks whether the installed materials are supplied with the necessary attestations, certificates, as well as other documentation proving their quality and whether they meet the appropriate regulations, specifications and applied standards;

* Supervises the quality of work performance and the accuracy of measuring all quantities of work on the signalling, management and control subsystem;

* Monitors actual costs and quantities of works on the signalling, management and control subsystem performed by the Contractor;

* Reviews and gives an opinion on the submitted requests of the Contractor for subsequent and unforeseen works on the signalling, management and control subsystem. Performs the price analysis for subsequent and unforeseen works and gives recommendations to the Client who makes decisions on these issues;

* Inspects the invoices, claims, as well as payment of orders for additional works on the signalling, management and control subsystem, i.e. change orders;

* Supervises activities related to internal control performed by the Contractors themselves and reviews their documentation. Selects samples to be tested in an independent laboratory. Makes recommendations to the Contractor regarding measures to improve methods, equipment, materials, etc. For the needs of the Investor, prepares reports and reviews on the quality, quantities and values of works;

* Reviews in detail the changes in the design and the measures proposed by the Contractor related to the signalling, control and monitoring subsystem. Depending on the size and significance of those changes, debatable issues must be forwarded to the Client for decision;

* Controls and approves the as-built designs in the field of signalling, management and control subsystems prepared by the Contractor;

* Prepares documentation and participates in the process of testing and commissioning the signalling, management and control subsystem;

* Communicates with relevant state authorities, companies and regulatory bodies;

* Ensures that the Contractor and the Client provide all necessary permits and approvals of the competent authorities and public companies and institutions in a timely manner;

* Participates in the work of the commission for the handover of finished works;

* Submits to the Client regular and, at the request of the Client, unscheduled reports and analyses, concerning this field of work;

* University degree in a relevant discipline.

* Knowledge of the English language.

* During construction, at locations where a new danger of geological hazard or environmental threat is identified and foreseen, due to the interaction of the geological environment and engineering works, alerts the Contractor to immediately take preventive measures, establish monitoring and conduct additional engineering-geological surveys, and reports this to the Construction Manager, the Client and the Investor;

* Conducts a detailed review of the Contractor's plans and programs and gives recommendations to the Client, who ultimately decides on these matters. Participates in the activities of the Contractor in the planning and preparation of the dynamic work schedule by providing advice, recommendations, references to specifications, etc. Gives an opinion to the Construction Manager on the Contractor's plans and programs Organizes the monitoring of the progress of works in accordance with the plans and programs.

* Issues orders to the Contractor to correct defects. Ensures that the Contractor receives instructions, recommendations, approvals, etc. on time in order to avoid the delay of works and claims by the Contractor;

* Checks whether the installed materials are provided with the necessary attestations, certificates, as well as other documentation proving the quality and whether they meet the appropriate standards;

* Supervises the quality of works and the accuracy of measurements of all quantities of engineering- geological works; performs control tests in accordance with the specifications and regulations of the Republic of Serbia in the laboratory for control;

* Continuously monitors the actual costs and quantities of all works performed by the Contractor;

8) Chair site meetings such as regular and ad-hoc meetings specifically monthly and weekly progress meetings and review the minutes of meetings

10) Evaluate the Contractor's claims & variations and send recommendations to the Client

11) Inspect, verify and fairly determine claims

12) Receive and issue letters and documents as communication channel for the package
